FINANCE
37. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIOD OCTOBER THROUGH DECEMBER 2011Description
The Superintendent's Financial Statements for the months ending October 31, 2011, November 30, 2011, and December 31, 2011 do not reflect any unexpected trends for the midpoint of the 2011-2012 fiscal year. The General Fund has reversed the negative undesignated fund balance with the receipt of property tax revenues in November 2011. Deficit spending will continue in the General Fund as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues. The large variance between 2012 and 2011 on the District's balance sheet at December 31, 2011 for accounts payable is a result of the implementation of the Crosspointe software in August 2011. The District is now more appropriately reflecting our accounts payable liabilities and actual expenses in the period they are incurred rather than the period paid.
Recommendation That the Superintendent's Financial Statements for the period October through December, 2011, be approved as presented.

Minutes: Frank Kovach asked COO Scott Lempe to inform the Board as to what is happening at Beneva and Proctor Road.
COO Scott Lempe stated that a parking lot was coming up and sewer coming out of the ground. What you are seeing is the demolition of what remains of the old Sarasota County Technical Institute to make room for the third and final phase of Sarasota County Technical Institute is a two-story classroom building that will run parallel to Proctor Road and Service Labs such as automotive, marine mechanics, etc. behind the two-story classroom building; following immediately thereafter by baseball and softball fields that will support Riverview High's baseball and softball programs.
Shirley Brown stated that she was at the SCTI Conference Center for the Patterson Foundation. Board members Jane Goodwin and Caroline Zucker were also there and it was good to see the heavy equipment moving around. They aren't that many construction jobs out in the community because of what happened with our economy. As a School Board we chose to use our authority to bond out to be able to continue to build those schools. This is a wonderful thing we have done and we used some American Reinvestment Recovery Act dollars to help rebuild the high school at Booker and also rebuilding Venice. The Booker High program 25% or 26% of those dollars are going back into that zip code and 60% of the overall dollars that are being spent are going back into the Sarasota economy.
Shirley Brown stated she traveled to Tallahassee for the FSBA along with Jane Goodwin and Caroline Zucker. It was nice to see it rather quiet on the education front. The Legislatures themselves were working in overtime. They are probably going to try to pass the budget in the two months they are in Tallahassee. The good news is that it does not look like the school districts are going to have any more cuts. The bad news is that we are not going to have any increases either. Flat funding is good for us this year considering how the economy is going. It does not look like they are going to be coming back to the employees and taking more retirement dollars out. Hopefully, next year or the year after we will see some turn around in our economy.
Caroline Zucker stated that according to our last budget readings that we have gotten we are expecting the budget to come in at one (1) billion dollars (the Education Budget for the state). In reality to hold us harmless we need $1.3 billion so we are short $300 million. We are not hurting as much as some other entities in the budget we are still not whole. The coming year is still going to be a tight year for us. There is a cause for us to be optimistic for the coming year.
Superintendent Lori White informed the Board about an agenda item that would be a topic at the February 21, 2012 Work Session and Board meeting. It is a little bit different in terms of our typical sequence. The Charter school application process has already been completed. There is another application that has come to our attention where they are not required to follow the same timeline as the previous Charters. This is the proposed Collegiate High School sponsored by the State College of Florida. They are proposing to begin next year for students in grades 10, 11, and 12 at their South County location. The application was received in December and there is a team of reviewers that are looking at the application process. It is a little more streamlined because it is another entity such as our State College making the application so there are some provisions for them in law. It is still a requirement that it comes before the Board. Because of the timeline also in wanting to make a decision so that they have sufficient time to advertise and to apply for the Federal Grants available for a start up Charter school. Looking at the work session and Board meeting to approve the application being on the same day which is not our typical process. There will be an opportunity to hear any comments from our staff in the review process and comments from the State College of Florida at the work session. It will be an agenda item for approval for that evening as part of the regular School Board meeting. If there were concerns or something that needed a little tweak in terms of the application much of that could be accommodated in the Charter which would come at a later date as typical with all of the Charters.
Board member Carol Todd requested that at the work session she would like staff to give a very brief presentation as to the difference in statutes for some entities with regard not only to the timeline but the application itself.
